The CIDB license is special for companies that want to expand their business in the field of construction throughout Malaysia. For construction companies, before starting any construction-related project, the company must be registered with CIDB, at least the company has a Sijil Perakuan Pendaftaran Kontraktor (PPK). While companies that want to participate in government tenders, they must apply for a Sijil Perolehan Kerja Kerajaan (SPKK).
The MOF license is a certificate that allows registered suppliers to participate in all supply projects through the EProcurement system owned by the Federal Government.
The UPKJ license is a certificate issued by the Sarawak State Government for qualified contractors and allows registered contractors to participate in tenders issued by the Sarawak State Government through Departments, Agencies, District Offices and Local Authorities in the State of Sarawak.
UPKJ issues 6 types of certificates in different fields namely Work, Supply & Services, Electrical, Mechanical, Consultant and Bumiputera Status.
The company will not be able to participate in government tenders and risk suffering losses such as construction projects that is not complying with the contractor’s qualification requirements will cause the company to be sued by the authorities.
The MOF certificate is for companies that are registered to participate in tenders throughout Malaysia and are led by the Federal Government. While the UPKJ certificate is for companies to participate in tenders in Sarawak and is led by the Sarawak State Government.
Companies can develop business through tenders, quotations, service orders, work orders obtained from agencies.
Each application has a different approval period depending on the approving Officer from each Agency. Usually all the certificates take between 1 to 2 months.

is a registration corporation for all construction contractors who wish to participate in tenders in the fields of Building (B), Civil Engineering (CE), Mechanical and Electrical Engineering (ME) and Facility Management (FM) throughout Malaysia. They are three (3) types of certificate issued by CIDB which are Perakuan Pendaftaran Kontraktor (PPK), Sijil Perolehan Kerja Kerajaan (SPKK) and Sijil Taraf Bumiputera (STB). All Grades, Categories and Specializations are depending on the qualifications and capabilities of each company in terms of financial limits, technical employees and also the experiences.
It is a unit for MANDATORY registration for all contractors who wish to participate in tenders that include the fields of Work, Supply and Services, Electrical, Mechanical and Consultants under the Government of Sarawak State. However, the registration must meet the terms and condition set by UPKJ. All Classes, Heads, Sub-heads, Categories and Bumiputera Status also depend on the qualifications and capabilities of a company in terms of financial limits, technical employees and also experiences. Any company that wish to
be registered under the Work, Mechanical and Electrical Field must be registered with CIDB (PPK) to qualify themselves for company registration.
It is a registration department for all suppliers to enable suppliers to participate in tenders in the field of supplies and services. MOF/FFO offers tenders and contracts through the Eperolehan system.
